Description:
* WHAT...Urban areas and small streams flooding caused by excessive
rainfall is expected.
* WHERE...A portion of northeast Texas, including the following
counties, western Gregg, northwestern Harrison, western Marion,
Smith, Upshur and southeastern Wood.
* WHEN...Until 500 AM CDT Thursday.
* IMPACTS...Flooding of rivers, creeks, streams, and other low-lying
and flood-prone locations is imminent or occurring. Streams
continue to rise due to excess runoff from earlier rainfall.
* ADDITIONAL DETAILS...
- At 1053 PM CDT, Doppler radar and automated rain gauges
indicated that heavy rain has ended across the warned area,
although periods of light rain may persist until around or
shortly after midnight. However, flooding is already
occurring in portions of the warned area. Between 2 and 5+
inches of rain have fallen since late this afternoon.
- Flooding impacts will continue, but only light amounts of
rain is expected through 5 AM Thursday.

Tyler, Longview, Kilgore, Whitehouse, White Oak, Gladewater,
Gilmer, Lindale, Big Sandy, Hawkins, Ore City, Clarksville
City, East Mountain, West Mountain, Liberty City, Rosewood,
Diana, Hoard, Cedar Springs and Harleton.

Instruction:
Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.
Be especially cautious at night when it is harder to recognize the
dangers of flooding.
Please report observed flooding to local emergency services or law
enforcement and request they pass this information to the National
Weather Service when you can do so safely.
